 I don't know for sure, but I think people who commit minor legal infractions are sentenced to community service. There were quite a few (a dozen or so) individuals who were picking up litter along the great wall, under direct supervision of a policeman or security officer. I wonder if they perhaps are doing penance for littering of their own. |
